{"id":41,"date":"2016-10-11T15:44:30","date_gmt":"2016-10-11T15:44:30","guid":{"rendered":"http:\/\/oldoakneighbourhoodforum.org\/?page_id=41"},"modified":"2026-09-09T12:06:55","modified_gmt":"2026-09-09T12:06:55","slug":"we-need-your-input","status":"publish","type":"page","link":"http:\/\/oldoakneighbourhoodforum.org\/","title":{"rendered":"What future for Old Oak?"},"content":{"rendered":"<p><span style=\"color: #ff0000;\"><strong>About the Forum:<\/strong><\/span>\u00a0<span style=\"color: #ff0000;\"><strong>We are a neighbourhood forum designated by OPDC in 2018 and redesignated in 2023.\u00a0 We hold meetings via Zoom each month, open to all our members.\u00a0 <\/strong><\/span><span style=\"color: #0000ff;\"><strong>Our next session will be on Wednesday 7th October at 6.30pm<\/strong><strong>.\u00a0\u00a0<\/strong><\/span><\/p>\n<p><span style=\"color: #ff0000;\"><strong>The Zoom link and agenda will be circulated a few days in advance.<\/strong><\/span><\/p>\n<p><span style=\"color: #ff0000;\"><strong><span style=\"color: #339966;\"><span style=\"color: #008000;\">\u00a0<span style=\"color: #ff0000;\">Slides from our September 8th meeting are now <a href=\"https:\/\/oldoakneighbourhoodforum.org\/?page_id=141\">posted<\/a> on this site.<\/span><\/span><\/span><\/strong><\/span><\/p>\n<p><span style=\"color: #ff0000;\"><strong>Timelines for the completion of Old Oak Common station, and the start of\u00a0 HS2 services from Birmingham to Old Oak, have been furthe updated by the Government.\u00a0 The HS2 project has been undergoing a &#8216;comprehensive reset&#8217; since June 2025 and in May the Secretary of State for Transport announced a delayed timeframe of 2036-2039.\u00a0 <\/strong><\/span><\/p>\n<p><span style=\"color: #ff0000;\"><strong>This is not yet the conclusion of the reset process.\u00a0 \u00a0Government say that a<em>\u00a0refreshed Business Case in spring 2027 <\/em><em>will confirm HS2&#8217;s cost, schedule, scope, and benefits, concluding the reset.<\/em><\/strong><\/span><\/p>\n<p><strong style=\"color: #ff0000;\">At the end of May OPDC launched its<a href=\"https:\/\/www.london.gov.uk\/who-we-are\/city-halls-partners\/old-oak-and-park-royal-development-corporation-opdc\/old-oak-procurement\"> procurement exercise<\/a> to select a master development partner.\u00a0 The Development Corporation has also published a final version of its <a href=\"https:\/\/www.london.gov.uk\/who-we-are\/city-halls-partners\/old-oak-and-park-royal-development-corporation-opdc\/opdc-masterplan-framework\">Masterplan Framework<\/a> which forms a key part of the brief for bidders.\u00a0 \u00a0Our Forum remains unhappy that this Framework document states that all future planning applicants must take account of its content, when this &#8216;masterplan&#8217; is a non-statutory prospectus that does not replace the 2002 OPDC Local Plan.<\/strong><\/p>\n<p><span style=\"color: #ff0000;\"><strong>On July 8th 2026 the Old Oak Neighbourhood Forum launched its Presubmission Consultation on our <a href=\"https:\/\/oldoakneighbourhoodforum.org\/?page_id=9\">Draft Old Oak Neighbourhood Plan<\/a>.\u00a0 This was due to run until September 8th.\u00a0 At its meeting on that date, the Forum agreed to extend the consultation period for a further 2 weeks until September 22nd.<\/strong><\/span><\/p>\n<p><span style=\"color: #ff0000;\"><strong>This extension is in order to allow time for the OPDC Planning Commitee on September 10th to discuss and decide on the OPDC&#8217;s response to this consultation.\u00a0 And to allow all consultees (and potential respondents) more time to consider the implications of the new National Planning Policy Framework (NPPF) which took effect from August 17th.\u00a0 Along with the Mayor&#8217;s consultation from July to October 16th on a Draft of the next London Plan.\u00a0\u00a0<\/strong><\/span><\/p>\n<p><span style=\"color: #ff0000;\"><strong>Responses to the proposals in the <a href=\"https:\/\/oldoakneighbourhoodforum.org\/?page_id=9\">Forum&#8217;s Draft Neighbourhood Plan<\/a> continue to be sought from residents, businesses and landowners in the neighbourhood area and surrounding parts of West London.\u00a0 Please email <a href=\"mailto:oonforum@gmail.com\">oonforum@gmail.com<\/a> to send in comments, expressions of support, or objections.<\/strong><\/span><\/p>\n<p><span style=\"color: #ff0000;\"><strong> We have been having legal arguments with OPDC planning officers over the &#8216;Indicative Housing Requirement&#8217; figure of 510 new homes which has been set by OPDC.\u00a0 This includes housing numbers for several sites which are not allocated in the 2022 Local Plan.\u00a0 <\/strong><\/span><\/p>\n<p><span style=\"color: #ff0000;\"><strong>We propose lower densities and maximum building heights in our Draft Plan, more appropriate to an area which will continue to have relatively poor access to public transport for the next 10-15 years.\u00a0<\/strong><\/span><\/p>\n<p><span style=\"color: #ff0000;\"><strong>Membership of the Old Oak Neighbourhood Forum is open to anyone who lives in the area.\u00a0 We welcome &#8216;affiliate&#8217;
