{"id":689,"date":"2022-01-25T16:01:48","date_gmt":"2022-01-25T16:01:48","guid":{"rendered":"http:\/\/oldoakneighbourhoodforum.org\/?p=689"},"modified":"2022-01-25T16:01:48","modified_gmt":"2022-01-25T16:01:48","slug":"portal-way-and-atlas-wharf-development-proposals","status":"publish","type":"post","link":"https:\/\/oldoakneighbourhoodforum.org\/?p=689","title":{"rendered":"Portal Way and Atlas Wharf development proposals"},"content":{"rendered":"<h1>Imperial College proposal for One Portal Way, North Acton<\/h1>\n<p>This application was submitted by Imperial in November 2021.\u00a0 OPDC say it will not be put to the OPDC Planning Committee until mid 2022.\u00a0 The \u2018end date\u2019 published by OPDC for responses to public consultation was 8th\u00a0January, but OONF and GUA were given an extended deadline of 28th\u00a0January.\u00a0 OPDC are anyway legally required to take account of all representations up until the application is decided.<\/p>\n<p>The OPDC Planning Committee considered an <a href=\"https:\/\/www.london.gov.uk\/moderngovopdc\/documents\/s59957\/05%20-%2021-0181-OUTOPDC%201PW%20Briefing_PROPOSED.pdf\">initial report on the proposals<\/a> at it meeting on 20th\u00a0January.\u00a0 It appears that the Imperial team and their architects have made (or will be making) a presentation to the OPDC \u2018Planning Advisory Panel\u2019 anytime now.<\/p>\n<p>We have asked about this &#8216;Advisory Panel&#8217; and whether the public will be allowed to view or attend such a session.\u00a0 If not, this seems a one-sided opportunity for a developer.<\/p>\n<p>The proposed development involves 7 buildings.\u00a0 Full planning consent is sought for the first two, including a 56 storey residential tower.\u00a0 Outline consent is sought for a second phase, including two further buildings of up to 50 storeys.<\/p>\n<p>OONF has submitted a detailed objection\u00a0<a href=\"http:\/\/oldoakneighbourhoodforum.org\/wp-content\/uploads\/2022\/01\/One-Portal-Way-objection-No.1.pdf\">One Portal Way objection No.1<\/a>\u00a0 We will be submitting a further objection, including serious concerns on fire safety, in early February.<\/p>\n<p>Our campaign website on this development is at\u00a0\u00a0<a href=\"http:\/\/imperialfolly.org.uk\/\">http:\/\/imperialfolly.org.uk\/<\/a>\u00a0and gives more background.\u00a0 \u00a0This includes a set of 12 reasons for objecting to the proposals, drawn up with our colleagues at <a href=\"https:\/\/ealingmatters.org.uk\/\">Ealing Matters<\/a>.\u00a0 The CGI below is what the &#8216;North Acton Cluster will be like if this and other consented schemes are built.<\/p>\n<p><a href=\"http:\/\/oldoakneighbourhoodforum.org\/wp-content\/uploads\/2016\/10\/Picture1-1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-671\" src=\"http:\/\/oldoakneighbourhoodforum.org\/wp-content\/uploads\/2016\/10\/Picture1-1.png\" alt=\"Picture1\" width=\"1016\" height=\"701\" srcset=\"https:\/\/oldoakneighbourhoodforum.org\/wp-content\/uploads\/2016\/10\/Picture1-1.png 1016w, https:\/\/oldoakneighbourhoodforum.org\/wp-content\/uploads\/2016\/10\/Picture1-1-300x207.png 300w, https:\/\/oldoakneighbourhoodforum.org\/wp-content\/uploads\/2016\/10\/Picture1-1-768x530.png 768w\" sizes=\"auto, (max-width: 709px) 85vw, (max-width: 909px) 67vw, (max-width: 1362px) 62vw, 840px\" \/><\/a><\/p>\n<p>We have been corresponding with Imperial College on why a university with a global reputation for work climate change should be pursuing a speculative development with buildings of 50 storeys plus.\u00a0 This building typology is known to be both energy intensive and with high levels of embedded carbon at the construction stage.<\/p>\n<p>The College claim that this massive project (which has nil academic or university related content) is an &#8216;investment&#8217; by the College Endowment. See more at\u00a0<a href=\"http:\/\/imperialfolly.org.uk\/?page_id=25\">http:\/\/imperialfolly.org.uk\/?page_id=25<\/a>.<\/p>\n<p><strong>If you have not already submitted comments on the application, it would be great if you could send an email to <a href=\"mailto:planningapplications@opdc.london.gov.uk\">planningapplications@opdc.london.gov.uk<\/a>.\u00a0 You need to give your name and address (which will be redacted when your representation is published online) plus the reference number 21\/0181\/OUTOPDC<\/strong><\/p>\n<h1><strong>Pocket Living application at Atlas Wharf, Old Oak Lane\u00a0\u00a0<\/strong><\/h1>\n<p>A less extreme example, but one with unwelcome building heights for residents of the Old Oak Conservation Area (island triangle\/TITRA\/railway cottages) is an application from developers <a href=\"https:\/\/www.pocketliving.com\/\">Pocket Living<\/a>.\u00a0 This is for a scheme of 436 housing units at \u2018Atlas Wharf\u2019.\u00a0 This is the site behind the Collective building and beside the Grand Union Canal, off Old Oak Lane.<\/p>\n<p>The development involves three buildings ranging from 9 to 29 storeys. This application has a reference number <strong>21\/0214\/FUMOPDC<\/strong> and a \u2018publicity end date\u2019 of <strong>8<span style=\"font-size: 12px;\">th<\/span>\u00a0February<\/strong>. \u00a0OONF will be submitting an objection, on the basis that the OPDC Draft Local Plan is not yet adopted and this application is premature.<\/p>\n<p>The site is not designated for housing in the 2012 Ealing Core Strategy.\u00a0 The Draft OPDC Local Plan refers to building heights of <em>generally, 6 to 8 storeys fronting the Grand Union Canal.\u00a0 \u00a0<\/em>The CGI image below is from the Planning Statement submitted with the application.<\/p>\n<p>OPDC may delay a decision on this application in the hope that their Draft Local Plan will be supported by the Inspector and can be adopted shortly.\u00a0 But the examination of this draft plan is not yet over (see separate post).<\/p>\n<p><a href=\"http:\/\/oldoakneighbourhoodforum.org\/wp-content\/uploads\/2022\/01\/Image-1-cropped.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-694\" src=\"http:\/\/oldoakneighbourhoodforum.org\/wp-content\/uploads\/2022\/01\/Image-1-cropped.jpg\" alt=\"Image 1 cropped\" width=\"709\" height=\"698\" srcset=\"https:\/\/oldoakneighbourhoodforum.org\/wp-content\/uploads\/2022\/01\/Image-1-cropped.jpg 709w, https:\/\/oldoakneighbourhoodforum.org\/wp-content\/uploads\/2022\/01\/Image-1-cropped-300x295.jpg 300w\" sizes=\"auto, (max-width: 709px) 85vw, (max-width: 909px) 67vw, (max-width: 984px) 61vw, (max-width: 1362px) 45vw, 600px\" \/><\/a><\/p>\n<p>If you feel that 29 storeys is not the same outcome as 6-8 storeys, comments on this application can be sent to <strong><a href=\"mailto:planningapplications@opdc.london.gov.uk\">planningapplications@opdc.london.gov.uk<\/a><\/strong>\u00a0with your name and address and reference <strong>21\/0214\/FUMOPDC.\u00a0\u00a0<\/strong> The development offers housing units aimed at &#8216;mid-income&#8217; renters and has plus points (if the ground floor spaces can be &#8216;activated&#8217; with the type of users that Pocket Living hopes to attract).<\/p>\n<p>This area of Atlas Road\/Channel Gate is where we had hoped to extend the boundary of the Old Oak Neighbourhood Forum.\u00a0 But our &#8216;designation application&#8217; was refused by OPDC in November 2021.\u00a0 \u00a0Had we succeeded, we would have had a chance to negotiate with Pocket Living (and their co-applicants the current landowners) on a scheme with a lower density and more modest building heights.<\/p>\n<p>Other parts of London are seeing good quality developments that the Forum would support.\u00a0 The land values at Channel Gate\/Atlas Road have in the past been at levels for industrial land, rather than residential so could have supported lower densities.<\/p>\n<p>The gap between industrial and residential values will have narrowed since OPDC chose to allocate these sites (potentially) for 3,200 new homes.\u00a0 \u00a0But has the public gained any benefit from this change in planning designation?<\/p>\n<p>These proposals are once again proving to be &#8216;developer led&#8217; rather than &#8216;plan led&#8217; as aspired to in the National Planning Policy Framework.\u00a0 This is a repeat of the Scrubs Lane scenario in the east of the OPDC area.\u00a0 So far this has not gone well from anyone&#8217;s perspective &#8211;
